This is not a local worry or an opinion. The international association of oil and gas producers says it in one line, on its own land transport safety page:
«Driving-related incidents have historically been the single largest cause of fatalities in IOGP Member Company operations.»
Its land transportation safety recommended practice — report 365, version 6 of March 2025 — starts from there and recommends that every company operating land transport, or providing services involving it, should have a management system covering it, based on a full assessment of risks and mitigations. Not a defensive-driving campaign: a system.
If you work for an operator or a large contractor, none of this is news: you are probably already audited on it. What usually is new is that the number of journeys can be managed like any other input, and that reducing it is the only measure that eliminates the risk instead of administering it.
A journey management plan — JMP — is the process by which an organisation looks after its people before, during and after a trip. It is not a form: it is three phases.
- Planificar. Plan. Decide whether the trip happens, when, by which route and with what controls.
- Ejecutar. Execute. Do it as planned, with deviation reporting and arrival notification.
- Cerrar. Close out. Formally end the journey and capture what was learned.
Industry guidance sets out when the plan is mandatory: typically when total driving time exceeds four and a half hours, or when the risk or security assessment determines one is needed. And it lists what the plan must cover: loading and discharge sites, driver preparedness — duty hours, rest, competence, fatigue — the authorised route, route hazards and their controls, and the communication process.
Notice what is not on that list: how many trips are made per month. The JMP governs the journey once it has been decided. The decision to make it lives earlier, which is why it often has no owner.
It is written down, and it is written first. Journey planning guidance puts it as the starting point of the planning phase:
«Determine if the trip is necessary and when to drive, including rest breaks, driving and duty hours.»
In practice, that first half — determine if the trip is necessary — is almost always answered yes, because it is answered trip by trip, by the person about to make it, five minutes before getting in the vehicle. Nobody looks at the whole.
And the whole is where the finding is. A six-person team based in Maturín for three months generates, without anyone counting, somewhere between one and three hundred vehicle trips. Most do not go to the well or the plant: they go to the bank, the pharmacy, lunch, a meeting, to buy something that ran out. None of those appear in a JMP, and all of them add exposure.
La hoja: cómo contar los trayectos de tu operaciónThe sheet: how to count your operation's trips
This takes a spreadsheet and a month of data. No software, no consultancy. One row per trip and seven columns:
| ColumnaColumn | Qué anotasWhat you record | Para qué sirve despuésWhat it is for later |
|---|---|---|
| Origen y destinoOrigin and destination | De dónde a dóndeFrom where to where | Detecta los pares que se repitenSpots the pairs that repeat |
| MotivoReason | Una palabra: banco, almuerzo, reunión, campoOne word: bank, lunch, meeting, field | Es la columna que decide todoThe column that decides everything |
| FrecuenciaFrequency | Veces al mesTimes per month | Ordena por dónde empezarRanks where to start |
| OcupantesOccupants | Cuántas personas vanHow many people go | Exposición = trayecto × personasExposure = trip × people |
| DistanciaDistance | Kilómetros ida y vueltaRound-trip kilometres | La base de km expuestosThe basis for exposed km |
| Franja horariaTime of day | Mañana, tarde, nocheMorning, afternoon, night | La noche y la lluvia cambian el riesgoNight and rain change the risk |
Two rules to make the sheet useful. First: it is filled in by whoever drives, not whoever supervises, and at the time, not from memory at month end. Second: the "avoidable" column is not filled in on the day. It is filled in during a one-hour meeting, with the full sheet in front of you, and cold. In the moment every trip looks necessary.
When you sort the "reason" column, almost any operation falls into four groups. Only one is irreducible:
Two trips per person per working day, minimum. It is the highest-volume group of all and the most invisible, because nobody calls it a journey: they call it going to work. A team of six, twenty-two days a month, is over two hundred and sixty individual trips. It is the group most reduced by changing one siting decision rather than a hundred driving decisions.
2 · Diligencias y servicios2 · Errands and services
Bank, pharmacy, supermarket, hardware store, lunch, the copy somebody has to make. Short, frequent trips, almost always in working hours and almost always with one person aboard. It is the group most easily eliminated, and oddly the one that appears least in road safety programmes, because each individual trip looks trivial.
3 · Reuniones, inducciones y capacitación3 · Meetings, inductions and training
Going to a meeting with the client, bringing twelve people to an induction, taking the team to a training session. Low volume, high occupancy: one trip with eight people aboard is eight times the exposure. It is the group where one room decision changes the number most.
4 · Operación4 · Operations
To the well, the plant, the workshop, the location. This group does not get reduced, and should not be: it is the work. What you do with it is the usual — planning, route, driver, vehicle, timing, communication — which is exactly what the JMP exists for.
The typical finding from a first sheet: group 4, the only one that genuinely has to happen, is a minority. Groups 1, 2 and 3 usually account for seventy or eighty per cent of trips, and they are the three you can work on without touching the operation.
It is the same hierarchy of controls as any risk discipline, applied to the journey. Apply it in order, and the order matters: each step is weaker than the one above.
- Eliminar. Eliminate. The trip does not happen. A video call instead of an in-person meeting; the service that is in the same building; the induction delivered where the people already are. It is the only step that takes risk to zero.
- Combinar. Combine. Five separate errands become one planned outing, a fixed afternoon each week, with a list. It is the cheapest measure of all and almost nobody formalises it.
- Acortar. Shorten. Fewer kilometres and fewer junctions per trip. This is where the location of your base weighs: exposure is kilometres, not trips.
- Proteger. Protect. Vehicle, driver, time of day, route, communication. This is the step where the JMP lives and where almost everyone is already working.
The practical observation: most programmes start at step 4 and never move up. Not because they are badly run, but because step 1 does not belong to the safety department — it belongs to whoever decides where the team sleeps, where it works and where it meets — and those decisions are made months earlier, in another conversation, usually looking only at price.
For this to survive its first quarterly review it needs a number that can be compared with itself. Two work well and come from the same sheet:
Total trips divided by people on site. It is the number anyone understands without explanation.
The sum of (kilometres × occupants) divided by people on site. It is the best proxy for real exposure, because one long trip with four people is not the same as a short one with one.
How to present it, in three lines: a baseline from the first month, a target at six months with the percentage that came out of the "avoidable" exercise, and a quarterly review. With no baseline there is no possible conversation, and a baseline is only obtained one way: by counting for a month before trying to improve anything.
A warning about using this metric: do not tie it to an individual incentive. The moment a bonus depends on reporting fewer trips, what falls is the reporting, not the trips. It is for deciding where the team is based, not for appraising whoever drives.
Tres preguntas para tu hoja de comparaciónThree questions for your comparison sheet
When the time comes to choose where the team sleeps and where it works — the step 1 decision — these three questions put road exposure inside the comparison, which is where it almost never is:
How many vehicle trips a month does this option generate? Housing someone where there is no supermarket, pharmacy, restaurant or bank within walking distance multiplies group 2 all by itself.
What does each of those trips cost in vehicle, in driver and in your people's exposure on the road? All three are real and only one shows up in a quotation.
What is it worth to have a training room, workstations and a connection that does not drop, a few steps from where the team sleeps? That value is always paid: either in rent, or in kilometres.
The answers do not have to favour anyone in particular. What changes the decision is that all three questions sit on the sheet next to the price, rather than in a separate conversation six months later.
Lo que esto no resuelveWhat this does not solve
Three honest caveats, because a method that overpromises gets dropped in month two:
The trip to the operation does not get eliminated. The goal is not zero journeys: it is zero unnecessary journeys, which is a different thing and is achievable.
Counting reduces nothing on its own. The sheet without the "avoidable" meeting is just another file. The value is in the cold hour, not in the log.
Part of the number is outside your control. Where the location is, where the client is and what the road is like are givens. What does depend on you is everything else, and everything else is usually the majority.
If you take one thing from this article, make it the seven-column sheet and the month of data. A team that knows how many trips it makes takes different decisions from one that does not, even before changing anything.
Preguntas frecuentesFrequently asked questions
What is journey management and how does it differ from defensive driving?
Defensive driving works on how people drive, once the trip has been decided. Journey management is the process that looks after people before, during and after the trip, and it includes a decision defensive driving does not touch: whether the trip happens at all. Both are needed, but only the former can take a trip's exposure to zero, because it removes it.
When is a journey management plan mandatory?
Industry guidance typically requires one when total driving time exceeds four and a half hours, or when the risk or security assessment determines it is needed regardless of duration. Beyond that, the specific requirement is set by each company's management system and by the contract with the operator, which is often stricter than the minimum.
How do I work out my team's road exposure without software?
With a spreadsheet and a month of data: one row per trip and seven columns — origin and destination, reason, frequency, occupants, round-trip distance, time of day, and whether it was avoidable. Filled in by whoever drives, at the time. At month end you get two numbers: trips per person, and exposed kilometres per person, which is the sum of kilometres times occupants divided by people on site.
Which trips can be eliminated without touching the operation?
Those in three of the four families: the commute between accommodation and workplace, errands — bank, pharmacy, market, lunch — and a share of meetings and inductions. The fourth family, operations proper, does not get reduced and should not be. In most sheets those first three families are seventy to eighty per cent of the total.
Why does the hotel-to-office trip almost never get counted?
Because nobody calls it a journey: they call it going to work. It carries no form, needs no authorisation and appears in no plan, and yet it is the highest-volume group of all. A six-person team, twenty-two days a month, racks up over two hundred and sixty individual trips on that commute alone. It is the first one worth logging precisely because it is invisible.
Is this metric good enough to report to head office?
It is, if presented the way any indicator is: baseline, dated target and quarterly review. What makes it defensible is that it is built from your own data and the method is transparent. One warning: do not tie it to an individual incentive, because as soon as a bonus depends on reporting fewer trips, what falls is the reporting and not the exposure.
